0:27 didn't just ride from free three-month trial to three-month trial by switching
0:32 credit cards all the time anywho
0:35 internet by the hour went the way of the dodo once broadband proliferated but
0:41 that didn't stop their innovation these
0:44 days isps control the flow of that sweet
0:48 sweet data by placing data caps on your
0:52 internet usage the concept here is very simple when you
0:56 sign up for internet service many isps will limit you to a certain amount of
1:01 data each month typically somewhere between a hundred gigabytes and one
1:06 terabyte if you exceed your cap you can be charged extra have your speed
1:12 throttled down or even have your service
1:15 terminated and as high bandwidth use cases like
1:19 streaming hd video have become more and more common an increasing number of
1:24 users find themselves tracking their megabytes as closely as their calories
1:32 so why exactly do the isps impose these
1:36 limits is there a legitimate reason or
1:39 is it just a scheme to squeeze more money out of us
1:45 well the most obvious technical explanation is that any given isp has a
1:51 maximum amount of bandwidth it can handle at once
1:55 data caps theoretically help the pipes
1:58 from getting clogged but large isps the ones who are most
2:04 known for restrictive data caps have so
2:08 much bandwidth that network usage hardly
2:11 ever approaches 100 and u.s giant comcast even tacitly
2:17 admitted this in a leaked 2015 memo
2:21 advising its customer service employees not to tell consumers their data cap
2:26 policy was to help alleviate congestion
2:29 because it wasn't combined with the fact that investing in
2:34 more infrastructure to carry more data at once is
2:38 much cheaper than it was a decade ago and the number of households with a
2:43 broadband subscription has at least in the us
2:46 stopped growing the argument for data caps as a means to
2:51 unclog the pipes seems pretty flimsy
2:54 especially as large isps tend to claim
2:57 that the vast majority of their customers stay below their caps so
3:03 what's the real reason behind it well at least one isp has analogized the
3:09 provision of internet service to the availability of any other scarce good
3:14 pointing out that someone who buys 10 gallons of gas pays more than someone
3:18 who buys only 5. this argument might be
3:22 intrinsically appealing but opponents say that because bandwidth is so cheap
3:27 and isp's profit margins are so high
3:31 internet service can't be thought of in the same way
3:35 add the fact that due to regional opolies many consumers don't have a ton
3:39 of choice when it comes to isps unreliable metering methods and the
3:44 ability of isps to set their own prices free from the government rate regulation
3:50 that you see on your water or electric bill and many people have become
3:55 convinced that data caps are actually just another
4:00 way for the isps to collude with their puppet masters on the trilateral
4:05 commission and squeeze more money out of you
4:08 but this is the part of the video where we
