0:17 been argued about for more than two years with two specific clauses article
0:21 11 and 17 singled out for their potentially disastrous effect on the
0:26 open internet article 11 requires platforms to pay for the privilege of
0:30 posting snippets from and links to publishers content so it's known as the
0:35 link tax the updated law allows short extracts of news articles to be shared
0:40 freely but anything beyond a certain limit will be taxed article 13
0:44 which has been renamed to article 17 in the current legislation requires users
0:48 to get licenses for using copyrighted content like photos or videos before
0:52 uploading it to web platforms like youtube facebook or instagram those
0:56 platforms would then be responsible for scanning and blocking all content
1:00 containing copyrighted stuff in it and they'd be liable and would have to pay
1:05 fines for any copyright infringement present on their platform that kind of
1:09 sucks for both creators and the big guys like google and facebook now the
1:13 internet apocalypse hasn't struck in full yet member states of the european
1:17 union now have two years to enact laws enforcing the new directive in
1:21 individual countries and there are some parts of the directive that might
1:24 improve free expression and better compensate creators for their work in
1:29 some places but a lot of people still think this legislation is not acceptable
1:33 in its current form although memes and gifs are exempt from
1:38 enforcement so techlinked may die

1:50 innovating in phone technology it's been leaked like crazy already but yesterday
