0:12 somehow even more important than new YouTube videos but they've always been
0:18 kind of mystifying with their weird combination of robotic voices and
0:23 disconcerting sounds wouldn't it just be
0:26 easier for a human announcer to get on the air and warn us of an impending
0:30 pandemic hurricane or Godzilla attack
0:34 well no the emergency alert system or
0:37 EAS used in the United States is designed to get messages out as quickly
0:43 as possible and this is difficult to do without automation I mean in certain
0:48 kinds of emergencies like an approaching tornado you might only have a couple of
0:52 minutes to prepare so there isn't necessarily time for a human being to
0:57 scoot off to the recording studio do a few takes apply some autotune then sort
1:03 out where the message should go by then
1:06 you'll probably be a couple miles off the ground chatting it up with the
1:09 Wicked Witch of the West and speaking of where the message should go those three
1:15 extremely harsh sounding tones you hear at the beginning of a warning work kind
1:20 of like those annoying sounds that you'd hear from a dialup modem they sound like
1:25 random screeches but they actually contain critical information about where
1:30 the warning needs to go they are called same headers and when they reach a TV or
1:36 radio station from whichever government Authority issued the warning special EAS
1:42 equipment at the station can decode them and automatically forward information to
1:47 listeners about what the emergency is which area it's affecting and what time
1:52 the warning expires and since same code
1:55 specifies specific geographic regions you won't have to worry about getting
2:00 that super important show you're watching interrupted by an e warning for
2:04 Los Angeles if you're living in New York
2:07 the next thing you'll hear is an attention
2:11 tone which as you can probably guess is
2:14 there to annoy you to get your attention
2:18 so hopefully you'll look up from your 3DS for long enough to learn there's a
2:21 serial killer on the loose so although many have complained about how harsh the
2:26 tone sounds I doubt they're going to be changing that anytime
2:30 soon finally comes the voice that sounds
2:33 like something out of your nightmares matter of factly delivering all the Gory
2:38 details of your impending doom or maybe
2:41 it's just a minor flood 20 mil away it can be kind of hard to understand for
2:45 some people again the automated EAS
2:48 voices were designed to make message dissemination quicker even if that comes
2:54 at a creepy cost with that in mind the US's National Weather Service has tried
2:59 to improve proed the voice over the years going from something that sounded
3:03 suspiciously like old school Microsoft Sam a slow moving storm system will move
3:09 across the Northern Great Lakes Region today and tonight to a voice that
3:13 actually isn't that terrible anymore

3:30 the EAS relying on such ancient technology well there are advantages to
3:36 using radio to warn people it's a simpler technology than the internet and
3:41 is likely to be more reliable if a major
3:44 emergency knocks out power and internet service with it you're going to be
3:48 pretty happy you've still got that battery powered radio in fact you can
3:53 buy same compatible radios that pick up special frequencies that will
3:57 automatically broadcast EAS alerts but stay quietly in the corner otherwise but
4:02 if you don't want to do that many cellular carriers are now broadcasting
4:06 EAS messages directly to smartphones anyway so you won't be left in the dark
4:10 if you're just not a TV or radio person
