0:00 Bullying. A transaction between two parties where a larger subject in a

0:08 subject against his or her will. Or at least that was how it worked in the
0:12 1980s when David Hasselhoff and his Firebird still ruled the streets. But as
0:16 the tired old trend of interpersonal interaction rapidly declined in favor of
0:22 digital communication, it seemed we couldn't drop the nasty trend of well
0:27 being nasty to each other. In fact, the proliferation of harassment via
0:32 information technology networks such as hate-based websites, email slander
0:37 campaigns, and threatening phone calls had become frequent enough by 2004 that
0:42 it led to a term to describe the experience of repeated and targeted
0:46 digital abuse, cyber bullying. And as it
0:49 turned out, this was just in the nick of time for the next great evolution of
0:54 bullying, social networking. Social media changed the bullying landscape by
0:59 giving people unprecedented access to the personal lives of well everybody.
1:05 74% of teenagers according to the Pew Research Center. And once the networking
1:10 services became ubiquitous with cell phones, it meant that bullies could
1:14 access their victims at any time and place from school to work to even home.
1:19 In fact, approximately one in three teenagers report having experienced some
1:23 form of cyber bullying. This is also according to Pew, including everything
1:27 from having private messages shared without permission, false rumors spread,
1:31 and even physical threats. So then a
1:34 common reaction from many who first encounter cyber harassment is to say,
1:38 well, okay, I'll just unplug everything.
1:42 This is easy. However, the emotional distress and stigma from bullying can
1:46 follow a person far beyond their pluggedin experience with victims
1:51 exhibiting higher incident rates of psychological problems, depression, and
1:55 substance abuse issues. According to research by the cyber bullying research
1:59 center and because cyber bullying disproportionately affects teenagers and
2:03 this is according to statistics Netherlands there has been concern from
2:07 organizations such as the US department of health and human services about the
2:11 effects of this type of bullying on personal development and the possibility
2:15 that it could cause emotional and behavioral issues later on in life.
2:19 Thankfully, social media providers seem to agree that there's a problem, and
2:23 things like page visibility only upon author approval and blocking for
2:28 individual users have become near universal. Some services such as YouTube
2:33 take it a step further, letting users define what type of unwanted material
2:38 they're reporting, from unsolicited to explicit or even violent and harassing
2:44 speech. Or there's Twitch, which allows broadcasters to temporarily time out
2:48 people instead of banning them outright, giving a chance for the perpetrator's
2:51 behavior to be modified via social reinforcement. Which is not to say at
2:55 all that these features are foolproof, as it is not uncommon for miscreants to
3:00 gain them by setting up dummy accounts or even abuse them by reporting people
3:04 who have done nothing wrong. And efforts to legislate against cyber bullying
3:09 haven't gone swimmingly either, with reports of online bullying continuing to
3:14 rise, according to the Boston-based Education Development Center. On the
3:17 bright side, campaigns like stomp out bullying in the US and delete cyber
3:21 bullying in the EU have led to a growing awareness and a drive for people to be
3:26 proactive about this issue. Because
3:29 while this hasn't been a very funny episode of Techquicki, it's kind of a

3:40 seem to kind of accept to the point where you feel like it's really having
